All in Plus closing conference sheds light on gender in-equality

The closing event of the joint project of the Council of Europe and the European Union All in Plus: Promoting Greater Gender Equality in Sport took place on 12-13 February 2025, at the Centre National Sportif et Culturel (La Coque) in Luxembourg, as well as online.

Marking the culmination of two years of research and data collection, the event unveiled recommendations and a comprehensive analytical report assessing gender equality in European sport. Based on data from 21 jurisdictions, the report analyses gender equality in six key areas: leadership, coaching and officiating, participation from grass-roots to elite level, preventing gender-based violence, media/communication, and gender equality policies and programmes in sport.

Under the Luxembourg Presidency of the Council of Europe Committee of Ministers, the event brought together officials from the European Commission and the Council of Europe, alongside experts and athletes to discuss best practices and the way forward to advance gender equality in sport.

Conference sessions included in the first part a movie screening as an introduction to the topic, followed by official opening session on Day 2, keynote presentation and interviews with high-level athletes.

The conference also addressed women in sport media; project data collection outcomes and lessons learnt; as well as global perspective of gender equality indicators; best practices on gender equality in sport.

Before the closing session, the All in Plus project analytical report and recommendations were presented.

The closing event brought together representatives of key stakeholders from sports governing bodies, ministries, research and human rights bodies. European University Sports Association (EUSA) was represented at the event as well by Andrej Pisl, EUSA Director Projects & Policy.

The importance of the topic and event was also seen in the array of the speakers and other participants. At the event opening, participants were welcomed by Alexandre Husting, International and European affairs for Luxembourg Ministry of Sports and Chair of the EPAS; Matthias Kloth, Head of the Digital Governance and Sport at the Council of Europe, and Normund Popens, Deputy Director General of DG Education, Youth, Sport and Culture of the European Commission. At the event closing, Luxembourgish minister in charge of Sport Georges Misco, outgoing Head of Sport Unit of the European Commission Floor van Houdt, Chair of the EPAS Consultative Committee Charlotte Girard-Fabre and EPAS Deputy Executive Secretary Francine Hetherington Raveney addressed the participants.

The All In Plus project aims to keep gender equality at the forefront of the sports agenda, advocating for real, lasting improvements in accessibility, visibility, and opportunities for women in sport. EUSA is a proud associate partner of the project, and will additionally promote the available research and resources.
